The Senior Executive Service

Executive Core Qualifications and Executive Federal Resume Writing and Consulting Services

Applying for a position in the Senior Executive Service represents the culmination of your career. For that reason, nothing could be more important than getting it right.

What is the Senior Executive Service?

If you’ve made it this far, you probably have a good understanding of the SES. The Senior Executive Service consists of the top non-appointed positions in the federal government. Each year, such positions number less than 10,000. Members of the SES must be certified by a committee of his or her peers, a Quality Review Board (QRB), convened by the Office of Personnel Management (OPM) and made up of at least three SES members from different agencies.

The evaluation is based on each applicant’s experience and ability to meet a standardized set of Executive Core Qualifications (ECQ’s): Leading Change, Leading People, Results Driven, Business Acumen and Building Coalitions/Communications.

ECQ’s were created by the Office of Personnel Management to address the need in government for highly qualified leaders and to ensure that supervisors are not just subject-matter experts, but also, trained in managerial best practices.

Who We Are

The Resume Place, Inc. is the leading expert in Federal employment, with a thirty-year history in the Washington, D.C. area. Kathryn Troutman, the founder and President, is a nationally-recognized authority, with numerous books on the subject of Federal employment and long-standing relationships inside the offices of government hiring.

Every SES application prepared by the Resume Place is a reflection of Kathryn’s cumulative knowledge, passed down to writers through the highly-successful Certified Federal Job Search Training (CFJST) program. Writers with the Resume Place are also accomplished professionals in their own fields, which include law, public policy, human resources, career counseling, journalism and the military.

The Resume Place, Inc. is committed to ensuring each applicant who comes to us is fully qualified for the SES and we work closely with our clients to realistically evaluate their experience. We believe this is in line with our ethical responsibility to our clients, the Federal government and the American people.

How We Work With You

The Resume Place has developed a signature writing process for SES applicants, which focuses on highlighting the major accomplishments of your career, whether it has been in the non-profit, public or private sector. We begin by asking you to submit a recent resume and a list of your Top Ten Career Accomplishments.

We then conduct research into the organizations in which you have previously worked and the agency/office to which you are applying. We understand agencies hire people, not resumes; and the goal of our writing process is to create a document that represents who you are, as a manager. Conducting research is an integral part of our process because it provides insight into the customers you serve, the values you embody, and the major projects and missions of your target agency.

From your list of accomplishments, our writers determine which examples best match each ECQ: Leading Change, Leading People, Results Driven, Business Acumen and Building Coalitions/Communication. If we are unable to address a competency, we work with you to uncover new examples from your career.

After assigning each example to an ECQ, we send you a written interview-style draft, in which you write two to three sentences addressing each question. For example, “Who assigned this task to you?”, “What was your first step?”, “With whom did you work?” and “Why hadn’t this happened before?” In this way, your writing forms the basis of your ECQ’s and reflects your communication style, as well as your priorities and values.

Many of our clients tell us that the drafting process is very rewarding. We do the work of outlining the document and mapping your ECQ’s, while you have the opportunity to reflect on your accomplishments in a simple, step-by-step manner. Applicants often discover that an accomplishment performed in their daily duties was actually far more difficult than they initially believed and come to see their managerial history in a new light.

After receiving your answers, we edit and rewrite each document to ensure it is grammatically correct and meets the technical requirements of OPM. We also edit for flow, personality and “hot” keywords or phrases.

Why Hire an Expert?

Our writers are not only skilled wordsmiths, but also, guides through the application process. Here are some of the questions we regularly answer for our clients:

Am I qualified?
Do you think I’ll like this job?
Who reads my ECQ’s?
What happens after I submit my application?
Is this example relevant?
Is this example too… old? personal? specific? politically-charged?
Can I write about an accomplishment I performed in private industry/an unrelated job/a group?
Can I use an example about a program or agency which lost its funding?
Can I use the same example twice? three times? four times?
How do I develop an example for something I don’t think I’ve ever done?

Applicants who come to us for help are often excellent writers, but face difficulties in figuring out how to distill very complex accomplishments into simple, two-page essays and how to portray those accomplishments in a way that fully represents their managerial ability. Difficult examples include highly technical/scientific accomplishments or shared accomplishments, wherein it becomes difficult to identify your role.

Some of our customers are simply facing a case of writer’s block—they may have a rough draft of their ECQ’s and just can’t manage to get any further. The Resume Place is very sensitive to high-pressure deadlines and, with your support, we can create a winning package within a week.

Our writers understand the unique and underlying challenges you face, as a federal manager. We are familiar with nuanced scenarios, such as the political and financial pressures that may come from rescissions, reorganizations and audits.

One client, who recently worked with us, wanted to use an accomplishment from the field of defense. She had created a cutting-edge program to evaluate contractor effectiveness by requiring contractors to respond to time-managed deadlines via internet-based communication. Our writer, with knowledge of the relationship between government and contractors posed the question, “Did you face any resistance when implementing this change?”

As it turned out, the client responded that the contractors loved the change and found that it improved their own performance and quality-assurance practice. Only through working with our writer was the client able to see how she had transformed a potential challenge into a major accomplishment.

Insight, personal support and technical knowledge define our service to you. Our service is an opportunity to create a document you can use for the entirety of your career, one that gets to the heart of your strengths, motivations and passion to succeed.

The Resume Place, Inc. has an excellent track-record, and though they may not want to admit it, we might have already written your competition’s application.

Now, you can get started with a Project Assessment with Kathryn Troutman, a very useful $150 fee for 30 minute discussion about your SES project and how we can help you with your writing. (Click here)
