Question from an NSPS-Self-Assessment Writer about the Character Length in the PAA 3.0
Dear Kathryn,
It's
so hard to write about all that I did this year for a certain Job
Objective in just 2,000 characters. How can I really describe it
in the PAA 3.0 format? |

"The PAA 3.0 is much better!"
The
PAA 3.0 is great improvement over the PAA 2.0 in terms of organizing
your information for the Raters and the Pay Pool Members.
Even though the character lengths are shorter, you can be
organized about Job Objective + Self-Assessment = Rater's
Review - on one page!

satisfaction midway through FY. Respond to questions and issues
within 48 hours of receipt; if issue is complicated, communicate status
on an ongoing basis. Negotiations, settlements and other
interactions with internal and external customers demonstrate technical
knowledge of contracting vehicles and how they are applied. Focus
on cost effective services to the government while not sacrificing
quality. Demonstrate courtesy, tact and professionalism on all

SAMPLE SELF-ASSESSMENT: BEFORE
This
accomplishment is rambling and not as easy to read as the
CCAR AFTER format below. Also written in Third Person, which is
not right. Effectively interacted with
customers to understand their needs while providing timely
results. Build trust within and outside the organization through
the use of open communication techniques and effective listening.
Sent out a customer survey feedback and here is feedback from a few of
them: The first feedback from a customer stated, "In all my
dealings with Charmaine, she has been responsive and
professional. She has been a great help in reaching close-out on
the Fort McClellan projects. She always responds to e-mails and
phone calls in a timely manner. On several occasions I have had
questions concerning modifications and she has been extremely helpful
in getting answers. This has not been easy as the Project Manger
and the Contract Specialist for this contract has changed a number of
times. In addition, she has been the Contract Specialist for a
couple of the MMRP Task Order solicitations. She has been responsive to
questions and has provided the information needed for those efforts."
The second piece of customer feedback stated, "During the short period
I have worked with Charmaine, she always exceeded my expectations.
Anything I have asked for or needed, she has provided it for me in a
timely manner. Exceptionally good service is a norm for Charmaine, not
an exception." The third feedback from a customer stated, "the
modification to W912DY-04-D-0005, Task Order 0016, for modification 04
for the ESTCP effort at Former Camp Sibert was performed in a timely
professional manner at a reasonable labor cost. I'm a satisfied
customer of CT for this effort performed by the team."
SELF-ASSESSMENT: AFTER in the CCAR FORMAT
The
story: She managed several contracts exceeding $75 million with
numerous changes and obstacles; establishes trust with stakeholders;
and customer surveys respond with "highly-satisfied" 95% of the time! CONTEXT:
I met or exceeded expectations for this JO throughout the rating
period, consistently demonstrating high customer service standards and
taking steps to establish effective working relationships with both
internal and external customers in accordance with department
objectives.
CHALLENGE:Several
of my interactions during this period were complex as I supported
several high profile and sensitive contracts in excess of $75
million. On one contract in particular, the Project Manager and
Contract Specialist changed several times throughout the procurement
and after the award, presenting serious obstacles that I overcame; as
such I spent a significant amount of time explaining the nuances of
process and answering detailed questions several times.
ACTIONS:I
make it a practice to respond to all emails and phone messages the same
day-this has gone a long way toward establishing trust and credibility
among our customers. I also work to provide ongoing status
reports to all stakeholders throughout the contracting process.
RESULTS:
I consistently received the highest levels of praise for my
professionalism and responsiveness on my work on this contract.
In addition, the customer survey I conducted during the rating period
showed a "highly satisfied" or better response rate to my service
levels and effectiveness by more than 95 percent of respondents. Character Count: 1,371 characters

What is the Job Objective and Self-Assessment Library?
This
year, 10 or more DOD employees wrote and asked for SMART Job Objectives
for their job series. So, we began writing SMART JOs and
self-assessments months ago. This turned into an entire library of
samples. More than 80 JOs and about 25 Self-Assessment Accomplishments. All of the Job Objective samples
in the book were turned into SMART format and were written to the 1,000
character length. We heard a lot of complains this year about writing
Job Objectives and we hope that these additional samples make the
process easier.

We put the five new Case Studies right into the PAA 3.0, so
you can envision the length and the readability of our format in the
PAA form. We used the Fillable PAA provided by DOD to produce excellent
samples for you. These samples are beautiful - designed by Paulina Chen.
