Can’t find the Questions?

Hello Federal Jobseekers,
This week I have met 3 people who have lost consideration for Federal jobs because they did not apply correctly. So, I am going to begin a series of “how to apply” lessons for certain positions. These lessons will apply to other positions and agencies using the same systems. This week’s lesson is the IRS Career Connector system, which is a QuickHire system. The Quickhire on-line application system is recognized because of the Resume plus Questions format.

The problems that jobseekers have are:
  • They do not realize that the USAJOBS announcement is not the same as the AGENCY-Specific announcement (which is where you actually apply for the job)
  • Jobseekers do not find or realize that the QUESTIONS have to be answered.
  • Jobseekers do not FAX the documents that are required.

We will study one sample announcement for IRS, which is an agency using QuickHire systems to recruit applicants and manage resumes.

JOBSEEKER STORY – CAN’T FIND THE QUESTIONS


John, a private industry first-time federal applicant has been trying to apply for this position for a year. He is a CPA with a 25+ year private practice. He has been trying to apply for this position and has not had any success. When he came to Resume Place to get some help he didn’t know about the Career Connector site and had never seen the IRS version of the announcement. This time he will apply correctly.

12 STEPS TO APPLY TO A QUICKHIRE POSITION


  1. USAJOBS: The first announcement is on the USAJOBS site
  2. CAREER CONNECTOR. There is a 2nd version of this job announcement on the IRS Career Connector page.
  3. JUST BROWSING: READ THE ANNOUNCEMENT. Before you actually start applying for this position, you need to read this version of the announcement so that you can review the QUESTIONS and prepare your Answers.
  4. VIEW QUESTIONS: You can VIEW QUESTIONS (Vacancy-Specific Questions) by scrolling to the bottom of the Career Connector announcement and then click on VIEW QUESTIONS.  You can see right then, how many Questions & Essays there are for the position. This announcement had 9 Questions! A lot of work!
  5. WRITE YOUR ESSAYS off-line to be ready to answer the Questions soon.
  6. UPDATE YOUR RESUME: After reviewing this announcement (which is really an EXCELLENT announcement), you will need to update your resume in many ways. The announcement is giving you TONS of information to add to the resume: Duties; Core Competencies; Areas of Expertise; Questions. Study the announcement carefully and create a resume that supports this position.
  7. REGISTER: If your resume is updated and Answers are written for the Questions, you are ready to actually REGISTER AND APPLY FOR THIS JOB.
  8. REGISTER AND COPY AND PASTE YOUR RESUME: You will register into the Career Connector System and copy and paste your resume into the registration page.
  9. QUESTIONS:  You will continue to actually apply for the position by answering the Vacancy-Specific Questions. The questions can be YES-NO, Check all the Apply, Short Essay, Long Essay.
  10. SUBMIT:  After you answer the questions, you can SUBMIT.
  11. REVIEW INSTRUCTIONS AGAIN: Then, you can go back to the announcement and see how to get the additional documents to IRS. (see the instructions below)
  12. FAX ADDITIONAL DOCUMENTS. Yes, one more step. Fax a copy of transcript or other documents. See the list below. SUMMARY: If you have completed the Registration, answered the Questions, faxed the additional documents, you are now FINISHED.

FINDING KEYWORDS FOR YOUR RESUME EVERYWHERE IN THE ANNOUNCEMENT!


KEYWORDS – QUALITY OF EXPERIENCE


Quality Of Experience:  The requirement for professional accounting  knowledge can be met by possession of 30 semester hours (45  quarter hours) of accounting education as defined in BASIC  REQUIREMENTS paragraph A. While experience may be in any of a variety of types of professional, administrative, technical, investigative or other responsible work, it must demonstrate all of the following:
  1. Ability to recognize, identify, analyze and evaluate data;
  2. Ability to plan, organize and prioritize work; and
  3. Ability to communicate effectively, orally and in writing.

KEYWORDS – SPECIALIZED EXPERIENCE


Specialized experience is defined as progressively responsible and diversified accounting or auditing work that required:
- Knowledge of and skill in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities.
- Skill in interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations.
- Knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition.
- Knowledge of corporate financial transactions and financial management principles and practices.  AND
-Skill in interacting effectively with a broad range of individuals and in negotiating with specialist in accounting, legal, tax, and other similar business related professions.

These knowledges are typically acquired by completion of an accounting degree from a four-year college or university or through work experience.   For example, an internship at an accounting firm may have exposed you to accounting theories and principles, provided that internship was doing professional accounting work.  Clerical or bookkeeping experience would generally not provide you with the depth of knowledge required to be creditable.

-ADVANCED ACCOUNTING:  Knowledge of financial accounting theory with emphasis on accounting concepts, current reporting problems, preparation or consolidated financial statements, Government and not-for-profit accounting.
-CORPORATE FINANCIAL TRANSACTIONS:  Knowledge of corporate financial transactions and the ability to identify correct reporting of corporate returns.
-CORPORATE INCOME TAX LAW:  Knowledge of corporate tax law, including filing requirements and practices, and forms, schedules, and/or attachments necessary to compute corporate taxes.
