  • OPM News Release - Director Kay Coles James Announces the Office of Personnel Management Beat Its Own 45-Day Hiring Model Goal During 2004

    In an effort to create faster turn-around in the hiring process, OPM set an aggressive goal of filling positions within a 45-day period. In 2004, as a result of successfully revamping their hiring process, OPM was able to make 450 selections in an average of 36 days per job.

What's Happening with SES Pay and Performance?

There have been significant changes to SES pay and performance, based on the National Defense Authorized Act for FY2004 (Public Law 108-136, November 24, 2003). The new legislation established a performance-based pay system for the Senior Executive Service (SES), and eliminated established pay setting guidelines, including the six levels of the SES pay range and any cost of living adjustments.

Performance increases and bonuses are available to SES members, based on the agency's executive compensation planning, within the new SES pay range. The SES pay range begins at $107,750, with a maximum rate of $149,200. However, agencies with certified (approved by the Office of Personnel Management) performance appraisal systems may pay their executives up to $162,100. Agencies with provisionally-approved SES performance management systems include the Social Security Administration, NASA, OPM, and the Departments of Agriculture, Commerce, Energy, Health and Human Services, Housing and Urban Development, Interior, Justice, Labor, Transportation, Treasury, and Veterans Affairs.

Other changes impacting SES pay and benefits include the amount of leave that can be earned by a newly appointed SES member – under the recently signed Federal Workforce Flexibilities Act, newly appointed members of the SES (or equivalent pay systems as determined by OPM) will accrue annual leave at the rate of eight hours (one day) for every two weeks of work. This change was effective in October 2003.

"I've seen too many students fade when they approach the mountainous task of writing a whole series of KSAs. Sometimes it helps to approach the task one at a time, looking at one KSA, and thinking of one example at a time, telling one story, writing it down - and stopping for a few hours. Then, doing one more, and later, one more. Breaking the task into a series of small tasks seems to help some students get into the task and complete it."
