What is the SES Fed CDP?

The Office of Personnel Management (OPM) has indicated that it will begin accepting applications for its long-awaited Candidate Development Program (CDP) for Senior Executive Service (SES) positions. The SES Fed CDP is a 14-month, development program with intensive, competency-based development activities intended to develop the leadership required for the U. S. government. The program offers an ongoing cycle of assessment, feedback-intensive training, challenging work and learning opportunities, coupled with support from mentors and coaches. Through a combination of classroom instruction, hands-on projects, and interagency experiences, candidates will experience a mix of learning methodologies that will prepare them for the variety of challenges they will face as executives within the Federal Government. Assignments may be at other agencies.

OPM will begin accepting applications for this "once-in-a-lifetime" developmental opportunity on Monday, November 15, 2004. The announcement will close to the receipt of applications on December 5, 2004. The announcement is open to all applicants (both inside and outside of the government); individuals must be able to show one year or more of leadership experience at the GS-14 level or above in the Federal service, or comparable experience, to be considered. The vacancy announcement will provide information on the application process and will be posted on OPM's website at www.usajobs.opm.gov. Applicants will be expected to submit a resume; OPM may also request that applicants address the Executive Core Qualifications (ECQs) -- Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions/Communication -- please see the vacancy announcement for specific instructions. Current government employees who apply for the position should follow the application process described in the vacancy announcement. In general, the cost of the CDP for selected applicants, who are current government employees, will be supported by the selectee’s agency. The cost of the program is $25K, with additional funding required for travel and per diem. Current government employees who apply and are selected for the CDP may be eligible for a temporary promotion to the GS-14/15 level while participating in the 14-month program, depending on their qualifications.

Non-government applicants who are selected for the CDP will receive a temporary appointment at the GS-14/15 level for the duration of the development program. Successful completion of the CDP does not guarantee either a permanent position or placement in the SES. There is no charge to external selectees to participate in the program, if selected.

OPM is proposing the following timeline for selection and placement into the CDP:

    Christopher Lee of The Washington Post reports that, "Despite fears of significant job losses, relatively few federal employees have been thrown out of work in their agencies' efforts to determine if private contractors can do their jobs better and more cheaply, according to a report to be released tomorrow...That meant that fewer than 8 percent of workers involved in the controversial practice of "competitive sourcing" involuntarily lost their jobs as a result.     "Starting Nov. 15, the Office of Personnel Management will begin accepting applications for a special government-wide recruitment program designed to broaden opportunities for minorities, women and people with disabilities to become federal executives."   • Did You Know?...

    Five-Point Veteran Preference is given to those honorably separated veterans (this means an honorable or general discharge) who served on active duty (not active duty for training) in the Armed Forces:

    • during any war (this means a war declared by Congress, the last of which was World War II);

    • during the period April 28, 1952, through July 1, 1955;

    • for more than 180 consecutive days, any part of which occurred after January 31, 1955, and before October 15, 1976;

    • during the Gulf War period beginning August 2, 1990, and ending January 2, 1992; or

    • in a campaign or expedition for which a campaign medal has been authorized, such as El Salvador, Lebanon, Granada, Panama, Southwest Asia, Somalia, and Haiti.

    Medal holders and Gulf War veterans who originally enlisted after September 7, 1980, or entered on active duty on or after October 14, 1982, without having previously completed 24 months of continuous active duty, must have served continuously for 24 months or the full period called or ordered to active duty.

    Effective on October 1, 1980, military retirees at or above the rank of major or equivalent, are not entitled to preference unless they qualify as disabled veterans.

FEDERAL CAREER JARGON

"KSAOs"

KSAO stands for Knowledge, Skills, Abilities, and Other Characteristics. KSAO is another term used to refer to KSAs, or Knowledge, Skills, and Abilities statements. Troutman's Federal Resume Guidebook, 3rd Ed., defines KSAs as "supplemental statements to your application that give specific examples of paid and nonpaid work experience, education, training, awards, and honors that support each major work area of an announced position...According to the government, the O (in KSAOs) stands for a special, specific personality factor or aptitude, or physical or mental trait needed to do the work, which appears either in addition to, or to a greater extent than, what is generally expected of all employees in all jobs."

FEDERAL RESUME AND KSA WRITING TIPS

Federal Resumes Require More Details

If you are applying for a federal position for the first time, you may not be familiar with the information you will need to include regarding your professional employment. Unlike a private industry resume, you need to include a number of compliance details in a federal resume. This is information you would be supplying if you filled out one of the more traditional federal employment forms, such as the SF 171. The information you will need to include typically consists of: full contact information for each position you have held (usually for at least the past 10 years), supervisor contact information for each position, hours worked, and beginning and ending salaries for each position. Your Social Security Number will also be required, as well as information regarding your high school graduation and location and dates of training courses. Instead of simply listing years worked in positions, you will need to include both month and year. Please read application details closely to make sure you are supplying all of the required information.
