Can Be Trained and Certified in Federal
Job-Search Techniques

With
job-seekers searching for work in a discouraging slow
economy and the employed in the private sector feeling
increasingly insecure, work with the Federal government–our
nation’s largest employer–could be just
the answer they’re looking for. The good news
is that the Federal government is hiring all across
the U.S.! Yet most job-seekers–even
those already in government–don’t know
the latest techniques and strategies that are most
likely to land them that new Federal job. And as employment
trainer Kathryn Kraemer Troutman, who has been dubbed
"the Federal Job Search Guru," was surprised
to discover, even the career counselors often don’t
have the knowledge of how these job-seekers should
proceed.
"There’s
a tremendous need for trainers of Federal job-seekers
nationwide and even in Europe," Troutman pointed
out. "So many people don’t know how to
apply for a Federal job. And if the career professionals
don’t understand the Federal job search process,
they can hardly help these clients succeed."
To
fill the gap, Troutman has decided to share the highly
successful process she has presented to thousands
of students in Federal job-search training classes
since 1995. For the first time, career professionals
can study her methods and get certified to train both
Federal job-seekers and other career trainers.
"In this way, my program can be taken more extensively
across the U.S. than I can personally do alone,"
Troutman said.
There are three
days of comprehensive training required for certification,
and this must be followed up with some specified writing–including
a Federal resume–and two pro bono training sessions
with job-seekers. Certification is being administered
by Troutman’s partner, the Maryland Institute
for Employment and Training Professionals (MIETP).
Here’s
just a sampling of the wide breadth of course topics
packed into the three-day training:

As an added
bonus to the training, copies of three of Troutman’s
popular books, Ten Steps to a Federal Job, the Electronic
Federal Resume Guidebook, and the Federal Resume Guidebook,
2nd edition, are included with the course materials.
The first two books have sample resumes and tips on
CD Rom; the third title supplies these on PC disk.
Those
unfamiliar with the federal work search process may
want to first sign up for Troutman’s one-hour
$50 teleclass, "Introduction to Federal Resume
Writing for Career Professionals. "The
short phone course is a great way to start,"
said Troutman. "If you want to learn more, then
you can sign up for the three-day program."
Note that by
registering, participants of the certification program
agree to buy their training materials from Troutman’s
The Resume Place, and to conduct any training for
career professionals through MIETP. Graduates are
free to conduct their own independent training of
job-seekers. Job-hunters interested in such training
include professionals transitioning from private industry
to Federal employment, current Federal employees looking
for promotions, employees facing downsizing within
their companies, veterans leaving the service, unemployed
in economically depressed regions of the country,
recent high school and college graduates, and more.
As just one example, according to Gordon J. Burke,
Jr., the Chief Operating Officer of the Veteran's
Administration, a goal has been set to hire 100,000
veterans with disabilities within the Federal government
by fiscal year 2005.
In addition
to the training, Troutman has created course materials
that career professionals can purchase and use in
their own classes. Certification is not required to
be eligible to buy them. A 120-page student’s
manual, The Federal Job-Seeker Guide, sells for $14.95,
and the trainer’s manual and Power Point presentation
are sold together for $55.95. Large volume discounts
are available.
Though the
three-day training sessions for certification will
all be given in Maryland initially, Troutman plans
to eventually make this program available nationwide.
She reasons that while job-seekers may not know it
yet, there are Federal jobs available all across America;
an average of 30,000 Federal positions are open at
any one time. And an anticipated large scale retirement
of the greying Federal work force is also on the horizon.
"This
program needs to go out," observed Troutman.
"This way, we can help more Federal job applicants
be successful, and the government can hire all the
people that they need."
