When I talk to clients about their resumes, I often ask them for their "Top Ten Accomplishments." This allows me to make their resumes more impressive by blending in their specific accomplishments.

So I thought instead of a regular bio, we would share my "Top Ten" with you...

KATHRYN'S "TOP TEN" (WELL... SIXTEEN) CAREER ACCOMPLISHMENTS

1. Founder and manager of The Resume Place, Inc., the leading federal job search consulting and Federal resume writing service in the world. The Resume Place, Inc., initially established in Washington, DC, specialized in law student resumes for the major law schools in DC, New York and east coast schools. The sample law student resume designs now are included in the law school career center resume writing guides. Prior to the rise of the Internet, The Resume Place, Inc. had four offices in DC, Virginia, Baltimore and Bethesda, Maryland. Today, the 33-year old company is a brick and mortar, Internet business headquartered in the suburbs of Baltimore where Troutman still manages the daily operations, five staff members and 20 expert certified Federal resume writers, consultants, trainers and publishing staff.

2. Pioneer designer of the Federal Resume Format in 1995 with the publication of the leading resource for federal human resources and jobseekers worldwide – the Federal Resume Guidebook. Troutman published the first edition of the book with a second mortgage on her home – a $50K investment. The “Federal resume” format has been accepted throughout government and is the format used in USAJOBS.gov and other resume builders. The Federal resume format has become the accepted, desired and expected format by Federal human resources specialists in all Federal agencies. Troutman is recognized as the designer of the Federal Resume by the Office of Personnel Management and human resources managers throughout government.

3. Author of The Federal Resume Guidebook, which is approaching it’s 4th edition in 10 years. The Ten Year Anniversary publication will be available April 2007. This publication is dedicated to the USAJOBS Resume format and other electronic resume styles. There are new chapters on Keywords, Questionnaires and Essays. The 400+ page book is developed with a team approach by the Certified Federal Resume Writers at The Resume Place, Inc. This special publication includes all of the up-to-date “how to apply” information and strategies to demonstrate that the candidate can be referred, selected for an interview and hired! The Federal Resume Guidebook is published by Jist, Inc. and is available everywhere.

4. Developer of the concept for the book title and workshop curriculum title, Ten Steps to a Federal Job™. Two months after 9/11, Troutman wrote and published this book principally for private industry jobseekers who were seeking first-time positions in the Federal government where they could contribute to homeland security and our nation’s security. Certain Federal agencies gained large, deserved visibility: i.e., Federal Emergency Management Agency, Centers for Disease Control and Prevention, Health and Human Services, Federal Bureau of Investigation, Central Intelligence Agency, and other intelligence agencies. Many first-time jobseekers wanted to know: “How do I apply for and land a job in the government where I can contribute to the security of our nation?” This book answered their questions in ten easy steps. More than 10,000 copies were sold in one year with two printings. Troutman was heard on more than 150 radio shows in one year discussing the differences between a private industry and Federal resume. The book received recognition as Best Careers Book of the Year by Publisher’s Marketing Association in 2003.

5. Co-author, with her daughter, MPP graduate Emily Troutman, of the first book for students, “The Student’s Federal Career Guide & CD-ROM.” With the looming human capital crisis and baby boomers retiring in government, Troutman and Emily provided a valuable resource for students. Emily Troutman interviewed human resources experts from Office of Personnel Management, Office of Management and Budget, MPSB, Department of the Interior, and other Federal agencies to determine the best way students could stand out and compete with experienced professionals – based on education, courses, projects and internships. The book received recognition as Best Careers Book of the Year by Publisher’s Marketing Association in 2004. The student careers book is a Federal job reference in colleges and universities throughout the United States.

6. Developer of a licensed curriculum, companion Jobseeker Guide as a handout and a turn-key training program entitled “Ten Steps to a Federal Job™” which is taught by more than 300 Certified Federal Job Search Trainers (CFJST) around the world. Discovering that career counselors throughout the world did not know how to help jobseekers with Federal job searches, Troutman developed the companion Jobseeker Guide, as well as the first train-the-trainer certification program for career trainers and advisors to instruct, give human resources information and practice teaching the popular PowerPoint and handout, Ten Steps to a Federal Job. The CFJST program is recommended by U.S. Navy Fleet & Family Support Center, U.S. Air Force Airmen & Readiness Program, U.S. Coast Guard Career Services, and U.S. Army ACS programs worldwide. The Ten Step curriculum is being taught at more than 150 military bases worldwide as part of the Transition Assistance Program (TAP).

7. Leading Federal Resume Writing, KSA, Resumix, ECQ and Federal Interview Government Contractor Trainer. Troutman has been contracted as sole-source and competitive trainer for more than 200 Federal agencies since 1996. Beginning her training career with the Department of Justice in 1996, a surprise noon-hour attendance of more than 600 individuals came to her first presentation on Federal Resume Writing in the Hall of Justice. After this amazing turnout, Troutman began a five year training contract with the Department. of Health & Human Resources. Troutman is a popular trainer today with DFAS, DLA, DON, DOI, EPA, NOAA, NCUA, DHS, FDA, CMS, United States Department of Agriculture, APHIS, United States Marine Corps, AF, FBI, DEA, DCMA and many other agencies. Troutman’s popular curriculum educates and inspires thousands of Federal employees to writing an outstanding Federal resume and KSA that will result in getting referred, selected and HIRED … as well as change careers and move to a new agency.

8. Trainer of more than 900 DFAS employees in 19 agencies in 2006 to prepare for huge BRAC reorganization. Competed and won major contract to train DFAS Accounting Technicians for the Vendor Pay Business Line. Within four months, Troutman traveled throughout the United States to teach Federal employees how to write a competitive Resumix for the DFAS resume builder and other on-line application systems. Troutman also developed a successful curriculum focusing on top level skills, keywords and writing without acronyms in this technical agency. Troutman has successfully trained at numerous agencies where reorganization, A-76, BRAC and restructure affected hundreds of Federal employees. Agencies and occupational series included: Human Resources – National Institutes of Health (NIH); Grants Technical Specialists – NIH; Housing – Navy; Billeting/BQ – Navy, Norfolk; Maintenance – BLM; Library Specialists – Navy and NIH; IT – USACE.

9. Author of the first book for military personnel, Troutman recognized the need for returning military personnel from Iraq, Afghanistan and Kosovo to have a resource available to them in seeking Federal jobs. The Military Federal Career Guide (2006) is the selected text for the Wounded Warriors at Walter Reed Army Medical Hospital. Before publication the U.S. Marine Corps ordered copies for every USMC base in the world. The U.S. Navy Fleet & Family Support Centers worldwide, at 69 military bases, follow the principals and lessons of the publication. Within the book, the Military Federal Resume’s new format is published and introduced. This format and writing formula has been taught in more than 2,500 classes worldwide by CFJST trainers and is a new curriculum used in TAP and military hospitals worldwide.

10. Teacher of the popular monthly Federal Career teleclasses. Troutman provides free teleclasses and more than 3,000 federal employees, jobseekers, human resources managers have attended the teleclasses.

11. Manager of the monster.com Public Service / Government Board. Troutman, Federal Career Coach™ and Expert, provides advice to thousands of Federal jobseekers. Since 2003 Troutman has written more than 50 outstanding Federal career articles on monster.com’s public service pages.

12. Contactor for Joyce Lain Kennedy, leading career syndicated columnist and author of acclaimed Resumes for Dummies (5th edition). Kennedy has contracted with Troutman and The Resume Place, Inc. to produce all 48 samples for this cutting edge, leading resume writing book. The cutting edge resume styles were designed by The Resume Place with an emphasis on a Core Style transformed quickly into targeted Spin-offs!

13. Creator of www.resume-place.com – the first websitespecializing in federal job search has been posted since 1996 with top level (unpaid) search results on Google and other search engines. Keywords: federal resume, KSA, ECQs result in at least five out of ten top level hits.

14. Provider of regular, ongoing Live On-Line editorials with Steve Barr of the Federal Diary on www.washingtonpost.com. Barr chooses Troutman and her daughter, Emily Troutman, for their expertise in federal job search techniques and Federal resume writing lessons.

15. Author of the first editions of the Federal Career Corner, which were published from 1999 to 2000 on www.govexec.com. The newsletter is still the only on-line newsletter on Federal resume writing and Federal job search written and published by Kathryn Troutman. More than 250 articles have been written and published on various “how to” federal job search topics.

16. Provider of interviews and regular guest appearances with Mike Causey of www.federalnewsradio.com. Troutman informs and educates the audience on the latest topics of Federal job search and Federal resume writing.
