Writing Your First Basic Military to Federal Resume

Your federal resume is the most important career document you will write as you pursue your new federal career after military service.

First, you have to find the position that’s right for you. Second, you have to write a federal resume that demonstrates you are at least minimally qualified for the job. YOU will have to make this happen.

This past summer, we just released the second edition of our Military to Federal Career Guide, which is a short, easy-to-use book to help returning veterans apply for federal jobs — particularly jobs that they are uniquely qualified to do because of their military experience.

Celebration Time!

Nov. 1st was Federal Hiring Reform Day. The Resume Place Certified Federal Resume Writers and clients are celebrating the end of the Long Narrative KSAs as part of the federal application for US government jobs with a Bye Bye KSAs cake!

We are all happy to say goodbye to KSA narratives. Many job applicants were turned off from applying for federal jobs because of the requirement for the long narratives required as part of the application. The most popular KSAs are: Ability to Communicate Orally, Ability to Communicate in Writing, and Ability to Plan and Coordinate. Many applicants have writer’s block and struggle to write about how “they can communicate orally and in writing.” We often hear frustrated jobseekers say to us, “What do they want to hear? Of course I can talk and write.”

Has the Process Changed?

Skeptical hiring reform news was reported in the Washington Post today by Ed O’Keefe in his article Federal Hiring Changes Bring Hope, Skepticism for Application Process. According to the article, the status of Federal Hiring Reform among agencies is summarized as:  “Officials have backed off the president’s deadline, …cautioning that only some agencies are ready. The departments of Commerce, Defense and Veterans Affairs and NASA are in good shape, but others are working through reforms that could take years to complete, according to the Office of Personnel Management.”

Therefore, only SOME agencies have done away with the long, one-page narratives about the most typical KSAs.

It’s true. Here at The Resume Place, people are wanting to apply for federal positions with a simple resume and cover letter. But in most cases, the simple application isn’t here yet.

The KSA Challenge Lives On

Ed O’Keefe quotes Kathryn Troutman, President of The Resume Place: “Troutman cautioned, however, that all the reforms won’t necessarily make the hiring process easier. And although KSAs have been eliminated in the initial application, agencies may use them later in the process, after the initial screening.”

Is the government just shuffling around the information and giving KSAs a new name? Seems like it, to Resume Place Certified Federal Resume Writers and Consultants. We are currently finding requests in the vacancy announcements for various statements about your skills, including: competencies, narratives, essays, questionnaires, knowledge statements, quality ranking factors, selective placement factors, specialized experience, and accomplishment record examples.

Occupational Questionnaires are still a consistent part of most federal job applications. These questionnaires include multiple-choice, Yes/No questions, and, occasionally, essay questions. We are seeing essays in about 1 in 5 vacancy announcements.

Additionally, Troutman said that some job postings still require KSA statements without separate narratives. “People are very confused on how to put them in, where to put them, and what to do with them,” she said. If an application requests a traditional resume instead of KSAs, she recommends including short versions of accomplishments within the resume that explicitly demonstrate the applicant’s knowledge, skills and abilities.

It’s National Disabilities Employment Awareness Month!

With greater awareness, comes greater opportunity.

Now is a superb time for disabled jobseekers to seek federal jobs

(Baltimore, MD, October 25, 2010) National Disabilities Employment Awareness Month is a salute to the skills and talents disabled individuals have, and also an acknowledgment of the importance of employment to their lives. But perhaps the most significant aspect is the commitment that President Obama has made to elevating the number of disabled people in the federal workforce. According to the National Council on Disability, the percentage of disabled federal workers is low. Figures from 2007 show that they represent less than 1% of Uncle Sam’s employees. Some parties are calling for this number to be kicked up to at least double that amount.

“My administration is committed to ensuring people living with disabilities have fair access to jobs so they can contribute to our economy and realize their dreams,” avowed President Barack Obama in his proclamation for October’s special designation. “Individuals with disabilities are a vital and dynamic part of our Nation.”

To act on this opportunity, jobseekers with disabilities will need to bone up for the effort. They should begin by educating themselves on the federal hiring process, says resume writer Sandra L. Keppley. Books from the Resume Place like Ten Steps to a Federal Job and the Federal Resume Guidebook will be essential. In addition, Keppley says they also need to learn about employment for the disabled in particular.

Book Expo of America, NYC, May 27, 2010

Kathryn Troutman rolled out the 2nd edition of the Military to Federal Career Guide, 2nd Edition at the Book Expo of America in NYC last week. The second edition is VERY different from the first edition. The new book is 130 pages and is $18.95 and STILL contains a CD with sample in Word to use as templates. The samples are all from E-5 and E-7 military careers that are transitioning into federal services. It is easy to read and will be very helpful to the returning and separating military. The expected turnout of librarians was really disappointing, but we always learn something about book publishing to bring back to our publishing and distribution services at The Resume Place, Inc. We found out the librarians have to PAY to come to the BEA now. And the librarians usually come to BEA on weekends. But we will find other ways to meet with librarians.

Fleet Week and Memorial Day, NYC, 2010

NYC, New York Harbor, May 27, 2010. The USS Iwo Jima and 3,000 Navy and Marines sailed into NY to celebrate Fleet Week and Memorial Day. Kathryn Troutman thanked all of the military personnel for their service to our country! She autographed first-edition copies of the Military to Federal Career Guide, 2nd Edition to military personnel, who might sometime in the near future separate or retire from the military and begin another career in public service – as a Civil Servant this time. President Obama has initiated a significant Federal Employment program for Veterans. This book will help veterans compete and qualify for federal jobs. Photos by Zoey Troutman.

We were invited by Crew Chiefs of the CH53 Super Stallion Helicopter to come and tour the helicopter — and bring our books too! The Crew Chiefs on the Iwo Jima were fascinated with the sample Crew Chef resume and the possible career they can begin if and when they separate or retire someday. These Crew Chiefs were very happy in their current military careers, so, the book was for future planning or friends who were considering a separation.
