(Baltimore, MD - August 10, 2003) - Air Force Family Support Center Relocation Managers and Navy Spouse Employment Managers traveled from all over the United States to Columbia, Maryland to learn a new, first-ever, structured Federal job search training program that is being implemented at every Navy and Coast Guard base and many Air Force bases in the world.
Kathryn Troutman's popular award-winning book, Ten Steps to a Federal Job, was turned into a friendly, effective and understandable federal job search curriculum that is being used at military bases to help military retirees and separates and spouses find federal jobs and more effectively apply for them.
Kathryn's three-day training program includes lessons on teaching jobseekers to focus on accomplishments and stories of their successes. Veterans are learning the importance of desirable core competencies, such as: teamwork, team leadership, mission accomplishments, counseling, problem-solving and other skills to make their resumes STAND OUT! These accomplishments can result in landing an interview for a Federal job. Other areas of particular interest include "finding your keywords" which are critical for the Resumix system which is used by civilian DOD agencies to select the best candidates.
Learning about Veteran's Preference, Spousal preference, Outstanding Scholar, Accepted Agencies and How the Hiring Process Works was covered by guest speaker, Ligaya Fernandez. Mrs. Fernandez is a Sr. Personnel Policy Analyst / Project Manager for Merit Systems Protection Board in Washington, DC. She has developed a thorough curriculum that covers Step 2 of the Ten Steps: Review the Federal Hiring Process.
The curriculum includes a Ten Step participant handout, Trainer's Guide, PowerPoints and teaching lessons that are interactive and empowering for the jobseeker. The goal is to improve military base transition center training and advisement services for jobseekers so that they can more successfully land quality, career Civil Service jobs in government.
"The Office of Personnel Management has said that by 2006 approximately 1.8 million Federal employees would reach retirement," noted Ed Roscoe, Manager of the Navy's Spouse Employment Assistance Program (SEAP). "What a perfect opportunity for our retiring Navy, military spouses and transitioning military to find a home in the Federal employment system." Roscoe added, however, that the Federal employment system is "very cumbersome at best" because no two HR departments within it seem to work the same way. So he has turned to top Fed job expert Kathy Troutman to train his personnel. "Our employment managers are hungry for this information and training," he said.
"The Federal hiring system is not only difficult for the applicants but also for the employment specialists," noted Troutman. "Employment professionals know that the Ten Steps is an easy training formula for a difficult subject. And in this difficult hiring environment, jobseekers need this information."
As part of the Certification requirements, trainers will lead two pro bono Ten Steps training programs at local libraries, universities or non-profit organizations. They also have to write their own federal resume and KSA as part of the learning process so that they can empathize with the jobseekers and understand that writing a federal or electronic resume is frustrating and challenging - and very important for a successful job search!

Just recently attended some SEAP Training on the Federal Resume Process, taught by the guru, Kathryn Troutman. I never realized how much we do not know about applying for Federal Jobs. I will be conducting training in the Training Room on Wednesday, July 2 at 11:30 to 12:30 in the training room downstairs. The Resumix process is a very long, tedious process. If you are going to be a successful candidate, you need to know some insider information. Here are some topics that I will cover:

Hi Kathryn,
I am attaching my resume/KSA. I racked my brain updating my resume, and like you said, it is a very difficult task to do. I am looking forward to what it would look like after you've gone through it.
I also completed teaching a class today to a non-profit organization. There were 10 attendees and they were most appreciative of the workshop. They want me to do it many more times! I had to make do with what they had, even though I brought a laptop and boxlight, they did not have a screen, or a space on the wall. But, we did it!
Next week will be the second one at the church.

Just had my first class and I had fun presenting. I'll be having two classes (1 pro bono, 1 for my clients-military spouses) in September.
- The Ten Step program is a realistic step-by-step process to understanding the federal job search. I am scheduled to have 1 class per month and am scheduling two classes per month starting in November.
- August 5, presented the Ten Steps to a Federal Job at the Midwest City Library. There were 10 people in attendance and the class lasted for two hours. In my training / presentation, I used the trainer's slides that were provided and several handouts from the Job Seeker's Guide. It seemed to be received very well. Total Critiques rated the class and presentation a 41 out of a possible 45 points.
